• For each region : its Parliament and its Government.
• Regions managing their own business, keeping within a national, federal frame as our european neighbours.
• All direct taxes for region
• A regional interdependance fund to compensate disparity between rich and poor regions.
• Less unemployment. Local forces actually paralysed by central bureaucracy will be finally released.
• A federal educative pattern. It will be directed by local realities and integrated within a national and european educative framework.
• A better standard of life. Ecological problems will be handled outside of lobbies that act on State.
• Recognition of the regional identities, languages and culture.
• An european federal constitution. To begin with the 6 founder countries of Europe , it will be open afterwards to countries that will accept the rules.
• An european federal constitution. It will be in charge of problems of its level : money, defense, foreign policy.
• More security. Organisations of drug, terrorism, banditism and illicit immigration will not be able to take advantage anymore of the very different national laws.
• More money for regions. Regions could negociate directly with Europe.

OUR PROJECT :
A federal Europe able to extend serenly. A federal constitution for Europe is necessary to face globalisation and to create an european social pattern. Then the United State of Europe will become a coherent political reality, able to assert itself, to lie heavy on the international scene and to liberate from the domination of the USA.
What's wrong actually :
• Organisation of Europe is too complex. Treaties which organize cooperation between government of european State form an opaque, heavy technocratic system.
• Europe is not democratic. Citizens are keep apart from european discussion by state. European Parliament has not enough power. Members of this Parliament are far from citizens.
• Europe has his money and his central bank, but not an economical government !
• Europe has not diplomatic authority and European States are less and less audible on international scene.
• Weakness of european justice.
• Lack of real control authority in ticklish field (environment, health security).
• Enlargement of european Union as it is begun today present a risk of dislocation of the Union and threat to ruin the pacific vision of the « fathers of Europe ».
What's Federalist Party propose :
• Replace the ministry council by an european senat.
• Replace European Commission by a federal government with clearly defined ability (Money, defense and foreign policy, ecology, social model).
• Elect a federal president who represent European Union and be the keeper of his constitution.
• Create a federal justice court that arbitrate disagreement between federation and states . It will be the supreme court of the european citizens.
• Found an european control authority, independant of states, for environment, health security and bioethics.
• Countries that want join the federal Union should adopt the European constitution. A secondary enlargement will be possible for countries interested by a privileged cooperation with federal Europe.
Europe will be federal or not !
